The intersection of addiction and incarceration is often an insurmountable roadblock for those affected by both. But the Chesterfield County Jail, just outside of Richmond, Virginia, is trying something different. The Helping Addicts Recover Progressively (HARP) program is a peer-to-peer recovery program run by those incarcerated in the jail. There and Back Again follows Toby Jenkins, a HARP participant, as he is released from incarceration and re-enters the public world.
